Description

Steps:
1. Login MIB
2. Click Investment Services menu
3. Click Redeem menu
4. Select 1 main cert
5. Click Next
6. Select 1 sub cert
7. Click Redeem button
8. Click Next button without select any Transfer to

Issue:
No FE checking the Transfer to field empty or not

Fixes:
Display error "Please select one account to transfer to"
(Backend also have apply the same fixes with the same error message in SIT)
