Description
This checking is to identify the scenario below in order to avoid the 3rd device binding.
Perform device unbinding if Primary Device (Active) status while 2ndary Device (Pending) status.
BE will return the error code MCB.1000103 to FE for FE to display "Maximum Device binding".
