Issue:
DB response to RIB 0 value causing JMS ques high thus impacting RIB performance

Solution:
1) Instead of the application keep requesting for the Business date to DB, we will point it into a file.
2) The file will get the latest Business date during run batch (as per BAU) and store inside the file.
3) The advantage using this method is reducing the calling to DB and less development effort.
4) This method also reduces the burden on DB, as for every transaction RIB would require to retrieve Business date from DB.
5) In term of security, it applies the same security as properties file currently in RIB and MIB.
6) Date in database still maintain as per BAU (request by BIBD)

Testing scope:
1. Regression testing (ensure date retrieve from properties)
2. Before batch, after batch, BCOT, ACOT, Business Day, No Business Day, weekend, PH
3. MIB, RIB, IBMS, BNX, IVR?
